Possible Extension of the EU ETS to Cover Road Transport and Building Sectors Emissions
The EU Commission is assessing different options for including the road transport and building sectors into an ETS.
To support the Commission's assessment of these policy options, this report by DG Climate Action looks at the potential impact of an ETS extension, conducting a qualitative and qualitative assessment of the different options.
Levels of effectiveness, regulatory robustness, distributional effects on households and SMEs and quantitative impacts on the existing ETS.
The report includes recommendations on the general architecture of an ETS extension, analysis on the interactions between the options for the extension and the current regulatory climate and energy framework, and a more radical extension of the ETS to all GHG emissions from the extraction and use of fossil fuels.
