Hector Pollitt is an associate director at CE with extensive experience in the direction and successful delivery of international modelling projects for impact assessment, for policy analysis and for forecasting.
He leads on applications and the development of CE's large-scale European econometric model, E3ME, and on CE's contribution to developing the global E3MG model. He has led the application of E3ME in impact studies and forecasting exercises, notably for energy-environment-economy analysis and detailed sectoral analysis, including current employment projections across Europe for CEDEFOP's analysis of occupational skills requirements and of available labour supplies.
He has recently managed and undertaken a variety of impact studies and quantitative simulation exercises. Using the E3MG model, he provided the UK's Foreign and Commonwealth Office with an assessment of the global economic impacts of directing fiscal stimulus packages to low-carbon investment, in preparation for the London G20 summit in April 2009. He has recently contributed to impact assessments of revisions to the Energy Taxation Directive (DG Taxud), modifications to the European Emission Trading Scheme (DG Environment) and revisions to TEN-E policy and the Energy Services Directive (DG Energy).
His expertise in quantitative modelling extends beyond the use of CE’s own models and he regularly works with other modelling organisations. He recently carried out a review of current modelling approaches for DG Environment and has led on the creation of the UNFCCC’s model inventory and the most recent version of the EC’s IA Tools model database.
